According to the HSE: "Loose mats can introduce a range of hazards and are not always very effective. Extra matting should be considered a temporary fix, not a permanent feature. At the first opportunity improve the entrance design."

All too often, facility managers aren't listened to, or afforded the budget, to install comprehensive and safe matting systems, which includes permanent secondary matting (ideal for the above situation.) 

The HSE also states: "For mats to remove water from shoes, they need to be absorbent, long enough for a pedestrian to walk on them for several steps, and be kept in good condition."
